After Lavrov's speech, why don't those who declare that "Artsakh will not be part of Azerbaijan" raise their voice?

"Lavrov lists the mechanisms of Artsakh being part of Azerbaijan, the living conditions. After Lavrov's speech, why don't those who declare that "Artsakh will not be part of Azerbaijan" raise their voice? Why is the voice of nationalist figures (real or fake) speaking about the people of Artsakh's right to self-determination not heard? The voices of those who, by saying "Crimean Nash," were undermining Artsakh's chances of being outside the composition of Azerbaijan, are also not heard. Here, Lavrov already compares the future of NK with Donbas and equates it with the status of the Serbian minority in Kosovo, not with the history of Kosovo's independence.
Why are the voices of those who deceived the people of Artsakh and RA for decades that the Russian Federation will not allow Nagorno-Karabakh to be part of Azerbaijan not heard? Why don't those who lied that Russia does not see Artsakh as part of Azerbaijan speak? Why doesn't anyone apologize to the Armenian public for continuously misleading them?
I would also like the elite of Artsakh to express themselves, especially those who vehemently denied our quotes from Putin that "NKR is the territory of Azerbaijan according to international norms." Putin said it twice. Today, Lavrov presented the parameters of Artsakh's existence as part of Azerbaijan.
The pain is that some people in Armenia still lie today that the Russian Federation sees Artsakh outside Azerbaijan and that the USA and the EU are giving Artsakh to Azerbaijan.
Let's also hope that the "national" forces of Armenia will block the entrance of the Russian embassy in Armenia with protest actions, as they did in front of the EU embassy, and will demand that Russia not give Artsakh to Azerbaijan. Let's hope their courage will be enough to vote against Lavrov for the sake of the non-Azerbaijani future of Artsakh."
