"The constitution of Azerbaijan will ensure the rights and security of the Armenian population of Karabakh." This was announced by the President of Azerbaijan, Ilham Aliyev, speaking at the Council of Heads of the CIS countries session on October 14 in Astana.
"And finally, about the fate of Karabakh Armenians. At the meeting held in Prague, we also had an exchange of ideas on this issue. Our position is clear and precise. Karabakh is Azerbaijan. The constitution of Azerbaijan will ensure the rights and security of the Armenian population of Karabakh. We will not discuss our internal issues with any of the parties. And as far as I understood from the results of the Prague meeting, this topic did not cause any controversy among all the participants of the quadrilateral meeting," Aliyev added.
