President of Azerbaijan Ilham Aliyev received EU Special Representative for South Caucasus Toivo Klaar. Klaar expressed concern regarding the tension on the Armenian-Azerbaijani border.

Aliyev, in response, noted that this large-scale provocation was committed by the Armenian side and emphasized that its full responsibility lies directly with Armenia's political and military leadership.
