Yerevan Mayor Hrachya Sargsyan wrote on his Facebook page:
"Due to the necessity of the reforms implemented in the field of regular passenger transportation in the territory of the Republic, as well as the need to review the existing regulations of intra-community regular passenger transportation and establish new regulations, the draft laws on making amendments and additions to the Law on Road Transport and Amending the Law on Transport" were approved.
Along with the current procedures, it is proposed to establish a new system for the organization of intra-community routes service, which will enable organizations serving intra-community courses to choose not only through a tender but also a purchase procedure by the requirements of the RA Law "On Procurement."
In this case, the winner of the purchase process will be the organization presenting the lowest price for the service of one kilometer of the route, in contrast to the cost of transportation of one passenger defined by the current regulations. In other words, the community will be provided with a bus service that meets the requirements and the required number of buses, and the payment for the service will be made for each kilometer of the given route.
As a result of the proposed regulation, the transportation fee paid by passengers will be paid in full to the municipal budget, and the transportation organization will receive from the municipality the cost set within the fixed purchase process of its service, regardless of the number of passengers transported.
