Individual interest should be subordinated to the public interest. Tigran Avinyan, Deputy Mayor of Yerevan, announced this on Public TV, talking about the city's problems and explaining that the weight of the scale is the interest of the majority on the one hand and the good of individuals on the other.
"Today, I was in the Kanaker-Zeytun administrative district; they managed to privatize about 150 square meters in the middle of the park. That person has his interests, but does the public interest not conflict with his interests? It does, and we should act in the public interest," Avinyan said.
To the question that instead of banning sales on the streets, we should also fight against the presence of gas stations in front of the courtyards of buildings, Avinyan answered: "They are there because they have some document with a legal justification. After that period, it will not be extended. This applies to the same gardens that are leased. The law has been passed, and after 2021, any newly built voluntary building cannot be legalized."
As for why the bureaucracy of the municipality does not change, the deputy mayor answered that there are many reasons.
"The city hall is a body working in a unique way, where the largest number of applications are received, answers are written, yes, all normative acts related to deadlines are violated. There is an objective reason here. After the amendment of the law on voluntary constructions, many applications were received, there is a natural logic in that part, but it is solved step by step, based on certain principles," said Avinyan, emphasizing that the most important thing is the optimization of processes.
The deputy mayor answered whether it was a pre-election campaign to visit different administrative regions. "It is a job; my responsibilities include controlling and coordinating administrative districts. As for why the others don't walk around, it's not my fault."
According to Avinyan, some problems are not discussed enough, the most important of which is the safety of apartment buildings. One more jolt above average, and those buildings could collapse. The second is the problem of occupying green areas, which must be liberated. Other issues include transport, sewers, etc.
Speaking about Yerevan's air pollution and dust content, Avinyan emphasized that unprecedented construction volumes are underway for Yerevan.
"Each sector must ensure its work within the framework of norms. In other words, control mechanisms should be tightened. In general, air pollution also depends on the enormous volume of cars, which is increasing," said Avinyan.
He added that it is necessary to think about competent transportation management of the city.
