EU leaders failed to agree on a financing mechanism for Ukraine during 16 hours of talks: whether it would be allocated from frozen Russian assets in Europe. At the same time, the EU approved a decision to provide Kyiv with 90 billion euros in financial assistance in the form of a loan secured by the EU budget.
“The provision of 90 billion euros in support for Ukraine for 2026-2027 has been approved,” wrote EU summit president Antonio Costa on his social media pages.
Costa did not provide details on the sources of financing. According to Reuters, the planned amount will be raised on capital markets and secured by borrowing from the EU budget.
