European Commission President Ursula von der Leyen has said that no one will leave today's summit until a decision is made on support for Ukraine.
"We will not leave today's EU summit until the issue of financing Ukraine for the next two years is resolved," she said.
According to her, two options are being discussed: financing through the EU budget and a compensatory loan. The goal is to provide 90 billion euros of the 137 billion euros needed to support the country.
