Ukrainian President Volodymyr Zelensky has announced that the peace plan should include five documents, including one on security guarantees, to be voted on and approved by the US Congress.
The Ukrainian president stated this in response to journalists' questions.
"The Americans want a quick end to the war. Quality is important for us. If speed and quality coincide, we are all for it. Much depends on Russia's political will, but much also depends on our work on the documents. When we finalize the documents or get closer to the final version, we will meet with President Trump," he said.
According to him, US representatives will hold consultations with Russia, then with President Trump, after which the teams will meet in the US in the near future.
"We will not recognize the temporarily occupied part of Donbas as Russian territory either de jure or de facto.
I am ready for the elections, and for the people to be prepared, we need the cooperation of legislators and the ability to hold them," he stressed.
Zelensky noted that there is no talk of a referendum yet and that, at the moment, the aim is not to complicate the already complex lives of Ukrainians further.
"Ukraine supports the idea of a Christmas ceasefire as a format for a ceasefire. The United States also supports this initiative.
A reparations loan, or any other mechanism for using frozen Russian assets, is a financial guarantee of Ukraine's security.
We are talking about $150-200 billion, or $210 billion in total. There are now two possible scenarios," the Ukrainian president said.
Zelensky also presented two variants of the frozen Russian assets under discussion:
Plan A: the end of the war. In this case, the funds and tranches received will be used to restore and reconstruct Ukraine.
Plan B: the continuation of Russian aggression. In this case, Ukraine expects annual financial assistance of 40-45 billion euros, which can be used to support the Ukrainian armed forces, defense sector, and the country's security.
"If Putin rejects the peace plan, the United States will pressure Russia with sanctions and provide Ukraine with more weapons," he added.
