According to RBC-Ukraine, in addition to the "28-point program", the United States has presented Ukraine with a separate document containing security guarantees.

RBC-Ukraine, citing sources, reports that during the American delegation's visit to Kiev on November 19, Ukraine received two draft documents from the United States: the "28-point program" and an agreement on security guarantees for Ukraine.

According to the publication, the second document, the "Framework Agreement on Security Guarantees for Ukraine", was drawn up "in accordance with the principles of Article 5 of the NATO Charter" and contains three points.

  • In the event of a second Russian attack on Ukraine, the US president may use "armed forces, intelligence and logistical support, economic and diplomatic measures, and other steps that are deemed appropriate."
  • NATO members (France, Britain, Germany, Poland, and Finland) undertake to coordinate their actions with the United States.
  • The framework agreement will be valid for ten years, with the possibility of extension.

The newspaper writes that, as in the case of the "28-point plan", the document on Ukraine's security guarantees is not final and may be adjusted.

It was previously reported that during a meeting in Geneva, Ukraine, and the United States developed an updated and improved peace plan.
