American media have published the Russian-Ukrainian peace plan presented by US President Donald Trump. In particular, CNN writes that Russia will also have to make concessions; some points of the presented plan may change. Radar Armenia presents these points.
1. The sovereignty of Ukraine will be confirmed.
2. A complete and comprehensive non-aggression pact will be signed between Russia, Ukraine, and Europe. All uncertainties of the last 30 years will be considered settled.
3. It is expected that Russia will not invade neighboring countries, and NATO will not expand any further.
4. A Russia-NATO dialogue will be held under the mediation of the US to resolve all security issues, create conditions for de-escalation, ensure global security, and expand opportunities for future economic cooperation.
5. Ukraine will receive reliable security guarantees.
6. The size of the Ukrainian armed forces will be limited to 600,000 men.
7. Ukraine will confirm in its constitution that it will not join NATO, and NATO will include a provision in its charter that Ukraine will not be admitted in the future.
8. NATO will agree not to deploy troops in Ukraine.
9. European fighter jets will be stationed in Poland.
10. US guarantees.
- The US will receive compensation for the guarantee.
- If Ukraine attacks Russia, it will lose the guarantee.
- If Russia attacks Ukraine, all global sanctions will be restored, recognition of the territories and all other benefits of the agreement will be canceled, and a decisive coordinated military response will be given.
- If Ukraine launches a missile in the direction of Moscow or St. Petersburg without reason, the guarantee will become invalid.
11. Ukraine will retain its EU membership and receive short-term preferential access to the European market until the membership issue is discussed.
12. A powerful global package for the recovery of Ukraine.
- Creation of a Ukrainian development fund with investments in fast-growing sectors (technologies, data centers, artificial intelligence).
- Joint US-Ukrainian work on the restoration, development, and operation of gas infrastructure.
- Reconstruction and modernization of war-torn territories, cities, and residential areas.
- Infrastructure development.
- Extraction of minerals and natural resources.
- A special financing package from the World Bank to accelerate the process.
13. Reintegration of Russia into the global economy.
- Phased and individual lifting of sanctions.
- US-Russia long-term economic cooperation agreement: energy, resources, infrastructure, aviation, rare earth metals of the Western Arctic, etc.
- Russia's return to the G8.
14. Use of frozen assets.
- $100 billion in Russian frozen assets for the US-led reconstruction of Ukraine (the US will receive 50% of the profits).
- Europe will add $100 billion. European frozen assets will be released.
- The remaining Russian assets will be placed in a separate US-Russian investment fund for joint projects and to create motivation to prevent a return to conflict.
15. US-Russia joint working group on security issues to ensure the implementation of the agreement.
16. Russia will establish a non-aggression policy towards Europe and Ukraine by law.
17. US-Russia agreement on the extension of the nuclear non-proliferation and control treaties, including START-1.
18. Ukraine will remain a non-nuclear state in accordance with the relevant international treaty.
19. The Zaporozhye NPP will be commissioned under the supervision of the IAEA, and electricity will be divided 50/50.
20. Educational programs will be introduced in both countries aimed at eliminating tolerance, racism, and prejudice.
- Ukraine will adopt EU rules on religious tolerance and the protection of linguistic minorities.
- All discriminatory measures will be abolished, and the rights of Ukrainian and Russian media and education will be guaranteed.
- Nazi ideology and activities will be banned.
21. Territorial settlement.
- Crimea, Donetsk, and Luhansk will be recognized as de facto Russian (including by the US).
- Kherson and Zaporozhye will be "frozen" on the contact line (de facto recognition).
- Russia will give up other controlled territories outside the five regions.
- Ukrainian forces will be withdrawn from the part of the Donetsk region that they currently control. This zone will become a neutral demilitarized buffer zone, internationally recognized as Russian territory (Russian troops will not enter it).
22. Territorial agreements cannot be changed by force. In the event of a violation, security guarantees will not apply.
23. Russia will not impede the commercial use of the Dnieper, and the free transport of grain across the Black Sea will be agreed upon.
24. Humanitarian Committee.
- Exchange of prisoners and corpses "all for all".
- Return of civilian detainees and hostages, including children.
- Family reunification program.
- Relief for victims.
25. Ukraine to hold elections within 100 days.
26. Full amnesty for wartime actions and waiver of future claims.
27. Agreement will have legal force. Will be monitored by the Trump-led Peace Council—sanctions for violations.
28. Once a peace deal is reached, a ceasefire will take effect immediately.
