Ukraine and Europe must participate in any efforts to stop Russian military aggression, said Kaja Kalas, the EU's high representative for foreign affairs and security policy.
Only then can the peace plan for Ukraine succeed, the head of European diplomacy said, commenting on reports of new efforts by the administration of US President Donald Trump.
"We must understand that in this war there is one aggressor and one victim. We have not heard any concessions from the Russian side. If Russia really wanted peace, it could have agreed to an unconditional ceasefire some time ago," she said.
Ahead of the EU Council meeting, she stressed that the European Union welcomes any efforts to achieve lasting peace in Ukraine.
