According to Axios, the administration of US President Donald Trump is secretly working with Moscow on a new 28-point plan to end the war in Ukraine.
Inspired by Trump’s talks on Gaza, the proposal covers four areas: conditions for peace in Ukraine, security guarantees, broader European security, and future US relations with Russia and Ukraine.
Russian envoy Kirill Dmitriev said he spent three days in Miami in late October drafting the plan with Trump’s envoy Steve Witkoff, and expressed optimism that “the Russian position is really being heard.”
The US has begun to inform its European allies about the initiative and believes there is a real possibility that they, as well as Ukraine, could support the effort.
