US special envoy Keith Kellogg told the Warsaw Security Forum that Russia is not winning this war, and Vladimir Putin realizes that he cannot win.
According to him, Ukraine is already making progress by attacking oil refineries and reducing Russian oil production by about 20%. Kellogg stressed that Russia is an oil-rich country, and if its petrodollars are taken away, “problems will become inevitable.”
He cited the 2015 incident when Turkey shot down a Russian warplane. According to Kellogg, sometimes it is necessary to “raise the risk level” and respond to Russian drones or aircraft that invade NATO airspace.
“This is a serious matter, and the Russians have already been warned,” he noted.
