EU tries to push through Ukraine and Moldova membership, bypassing Orban's veto

European Council President Antonio Costa has launched a diplomatic campaign to speed up the accession process for Ukraine and Moldova, Politico reports. Under his proposal, EU accession negotiation “clusters” could be opened with the support of a qualified majority rather than unanimity.

This step would allow Ukraine and Moldova to start reforms, even if some countries, including Hungary, oppose them. At the same time, the agreement of all members would continue to be required to close the clusters.

According to diplomats, Costa has been actively meeting in European capitals and at the UN General Assembly in recent weeks to gain support for the plan.

This step would allow the EU to accelerate and not hinder the countries’ steady accession process until the remaining issues are resolved.
