Tottenham is set to increase its offer for Savio again.
According to Globo, the London club will increase its offer for the 21-year-old winger to €80 million.
It was previously reported that the City did not sell the Brazilian for €70 million.
Savio's agents are acting as intermediaries between the clubs, but negotiations do not seem apparent, given Manchester City's reluctance to accept the offer.
Savio made 29 appearances in the Premier League last season, scoring one goal and providing eight assists.
