Russian armed forces have hit a multi-storey building in Kharkiv with a drone.
The attack left four dead and 18 injured. Among the dead is a 2-year-old child.
5 people are missing, including the head of the regional administration, Oleh Syniehubov.
According to preliminary data, they may be under the rubble.
