The document emphasizes that borders cannot be changed by force, the path to peace cannot be determined without Ukraine, and negotiations are possible only in the event of a ceasefire or a reduction in hostilities.
The EU has pledged to continue political, military, financial, and diplomatic assistance to Kiev, as well as sanctions against Russia.
Separately, it has declared support for Ukraine's right to choose its future and its path to EU membership.
