The Ukrainian president's advisor, Mikhail Podoliak, has stated that if Russian President Vladimir Putin does not arrive in Istanbul, Volodymyr Zelensky may not participate in direct Russian-Ukrainian talks either.
“There will be no Putin; there will be no negotiations at the presidential level. The president will make the decision. Zelensky can only talk to Putin because this is about decisions and responsibility,” he said.
