ICAO finds Russia responsible for downed plane

The International Civil Aviation Organization Council has found Russia responsible for the shooting down of a Malaysia Airlines Boeing 777 over the Donbas in July 2014. Recall that the crash of flight MH17 from Amsterdam to Kuala Lumpur killed 298 people.

According to the ICAO, Russia violated the International Convention on Civil Aviation. The organization's Council will consider compensation at the next stage.

This case was submitted to ICAO by the governments of Australia and the Netherlands in 2022.

Most of the passengers on the plane were Dutch citizens, but there were also 38 Australians, 10 Britons, and citizens of Malaysia and Belgium.

"We call on Russia to finally accept responsibility for this horrific violence and to make reparations for the harm caused by its clear misconduct," said Australian Foreign Minister Penny Wong.

Dutch Foreign Minister Caspar Veldkamp said, "This ICAO decision sends a clear signal to the international community that states cannot violate international law with impunity."
