Mykhailo Podoliak, an adviser to the Ukrainian presidential administration, said Zelensky intends to meet exclusively with Putin in Istanbul and will not negotiate with any other Russian representative.
He explained that Kyiv considers lower-level negotiations useless since even Russian ministers are not authorized to discuss or decide on key issues.
