The note is most likely aimed at the Azerbaijani side’s non-participation in the Victory Day parade in Moscow.
Suppose that yesterday, Russian Presidential Aide Yuri Ushakov announced that Aliyev would not participate in the Moscow parade despite having previously confirmed the visit.
