US Treasury Secretary Bessent stated in an interview with Fox News that the actions of the Russian authorities will determine whether Russian banks can connect to the SWIFT international banking system.
If Russia's conditions for a ceasefire in the Black Sea are acceptable to the United States, Bessent noted that all of Russia's demands are "under discussion."
"It will depend on the further actions of the Russian leadership whether the sanctions will be strengthened or weakened. President Trump, I think, will not hesitate to strengthen the sanctions if this gives him an advantage in the negotiations," he said.
