The Council of Europe also welcomed the Armenian-Azerbaijani statements.

The Secretary General of the Council of Europe, Alain Berset, welcomed Armenia and Azerbaijan's announcements about concluding negotiations on a draft agreement on peace and interstate relations.

"When joining the Council of Europe in 2001, the two countries pledged to work towards peaceful cooperation. This draft agreement demonstrates the will of both member states to realize that potential and build a stable and lasting peace in the region. It is now crucial to maintain this momentum and ensure a smooth conclusion to this process in the spirit of good neighborly relations and with full respect for both countries' sovereignty and territorial integrity, per the Statute of the Council of Europe.

The Council of Europe fully supports the normalization of relations between Armenia and Azerbaijan and will continue supporting both member states, mainly to ensure full respect for human rights, democracy, and the rule of law," the Council of Europe said in a statement.
