"Any peace agreement on Ukraine that is concluded without Europe will fail," Kaja Kallas, the EU's high representative for foreign affairs and security policy, told DW. She attended a meeting of NATO defense ministers in Brussels on February 13.
"Any agreement without us will fail because it is necessary that Europe and Ukraine also implement it. Any quick solution is a dirty deal... It will not stop the killings; it will not stop the war," the head of European diplomacy emphasized.
