Such messages have become a tradition since Ronald Reagan left a letter to George W. Bush in 1989. They are private, but the letters of the past have become public property.
Biden confirmed that he left a letter for Trump, and Trump confirmed that he left a letter for Biden in 2021.
Biden, however, was the first president to find himself in the unique position of writing a letter to both his successor and the predecessor who left him a letter four years earlier.
