After the Baku-Grozny plane crash, Russia and Kazakhstan proposed to Baku that the International Aviation Committee of the CIS investigate the incident.
Azerbaijan refused that offer.
Official Baku requests an investigation into the incident by an international team of Embraer experts and specialists.
Azerbaijan believes that the decryption of the "black box" should also be carried out by that group.
It should be noted that 38 people died as a result of the accident, and 29 were saved.
