The Swiss Federal Council appealed to the government with a proposal to organize an international peace conference dedicated to the Nagorno Karabakh conflict.
In the adopted resolution, the parliamentarians called for the conference to be organized as soon as possible, within a year.
The purpose of the conference is to "facilitate an open dialogue between representatives of the Armenians of Azerbaijan and Nagorno-Karabakh regarding the safe and collective return of the historical Armenian population under the supervision or presence of international actors."
Parliamentarians remind the international court of 2023 of the decision of November 17, which obliged Azerbaijan to ensure the return of people who left Nagorno-Karabakh after September 19 if they desired it.
They also reminded the European Parliament about the resolution of March 12, in which Azerbaijan is called upon to enter into a transparent dialogue with the Armenians of Karabakh.
The authors of the project emphasized the need for a new negotiation format for the peaceful settlement of the conflict and the protection of the rights of the Armenian population of Nagorno-Karabakh, noting that the possibilities of the OSCE Minsk Group are minimal today due to geopolitical tension.
The parliamentarians also emphasized Switzerland's successful experience as a neutral mediator in international conflicts, reminding that in October 2009, "it was through the mediation of Switzerland that the Zurich protocols were signed between Armenia and Turkey aimed at the regulation of bilateral relations."
