Mossad's idea for a "Trojan horse" came after it became known that Hezbollah was looking for messaging devices that would be as secure as possible from being hacked. Writes The Washington Post;

The commercial representative of the company offering the Hezbollah devices was unaware of the Mossad operation. Before purchasing the pagers, Hezbollah thoroughly inspected the devices but found no explosives in the batteries. They did not notice that "Mossad" had remote-controlled devices.

According to the newspaper, the pagers had an "ominous feature." One had to go through a two-step encryption procedure to read the encrypted message, which required pressing two buttons with two hands. One of the Israeli officials told the newspaper that this was done so that during the explosion, both hands of the attackers would be damaged, and they would not be able to fight.
