Mongolian President Ukhnaagiin Khurelsukh apologized to the international community for refusing to arrest Russian President Vladimir Putin.
He said that his opportunities were limited in the existing situation.
Earlier, the Mongolian authorities explained why they refused to arrest Putin, noting that the country depends on Russia for energy.
