The governor of the Belgorod region, Vyacheslav Gladkov, announced on Monday morning the start of the evacuation of the population of the border Krasnoyaruz region.
"We are having a restless morning. We are moving the Krasnoyaruz region's residents to safer places," said Gladkov.
