Toivo Klaar, the EU's special representative for the South Caucasus, made a note referring to the Rubinyan-Kilic meeting.
"Yesterday's meeting between Ruben Rubinyan and Serdar Kilic at the Armenian-Turkish border was important. Normalizing relations between Turkey and Armenia and reopening communications are essential for a more stable and prosperous South Caucasus," Klaar wrote.
