The Supreme Representative of the European Union's foreign and security policy, Josep Borrell, nominated Toivo Klaar, the special representative of the European Union for the crisis in the South Caucasus and Georgia, for the position of ambassador to Uzbekistan.
In October 2017, Toivo Klaar was appointed the EU Special Representative in the South Caucasus and Georgia. Before that, from 2014 to 2017, he headed the Central Asia Department of the European External Action Service.
From September 2013 to December 2014, Klar headed the EU observation mission in Georgia.
