Turkey and China are most likely developing their negotiation platforms to resolve the war in Ukraine. According to the Institute for the Study of War, Russia could use this to negotiate with Ukraine and push its war narratives, as the Kremlin has done, relying on China's approach to a vague political plan for peace with Ukraine.
The Chinese Foreign Ministry announced that Li Hui, the country's special representative for Eurasian affairs, will visit Ukraine, Russia, and several European countries to resolve the military "conflict." At the same time, Turkish President Recep Erdogan announced again on February 28 that Ankara is ready to provide another negotiation platform to Moscow and Kyiv.
