France offers Israel-Lebanon talks

France has submitted a written proposal to official Beirut aimed at ending hostilities with Israel and settling the disputed Lebanese-Israeli border. France has called on fighters, including elite Hezbollah units, to pull back 10 km (6 miles) from the border, according to Reuters.
