How did the EU "convince" Orban on the question of Ukraine's aid?

Referring to three European diplomats, Politico magazine reported that EU leaders have agreed on a compromise with Hungary to approve 50 billion euros in macro-financial aid to Ukraine and avoid a veto by Viktor Orbán. According to the newspaper's interlocutors, the European leaders convinced Orbán with three additions.

One provides for an annual report of the European Commission on the implementation of the aid package. Discussions on implementing the package will take place at the level of leaders. In addition, if necessary, the European Council will ask the European Commission to propose a new budget review after two years.

The draft conclusions also added a line referring to the December 2020 conclusions to ensure that the European Commission's assessment of the rule of law in Hungary is fair and objective.
