How do the Arab countries propose to settle the Israeli-Palestinian conflict?

As reported by the Bloomberg agency, referring to its sources, Egypt, Jordan, Qatar, the United Arab Emirates, and Saudi Arabia proposed a plan to settle the situation in the Gaza Strip through the mediation of the United States. The initiative includes the settlement of relations between Saudi Arabia and Israel, which they were preparing for by October 7, 2023, with the mediation of the United States. In addition, the Arab countries are ready to offer significant financial assistance to reconstruct the Gaza Strip. However, they are reluctant to make substantial financial commitments without guarantees that Israel will not destroy the rebuilt Palestinian infrastructure.

The five Arab countries also offer to train the Palestinian security forces so that they can effectively provide security. Washington insists that the Palestinians themselves control the Gaza Strip. Israel, meanwhile, insists that the Jewish state itself should oversee security in the Gaza Strip and the West Bank after the fighting ends. Two unnamed officials told the agency that progress on the settlement issue will not be possible as long as Prime Minister Benjamin Netanyahu's right-wing coalition remains in power.
