EU Council President Charles Michel expects that Olaf Scholz and Emmanuel Macron will participate in the meeting with the Prime Minister of Armenia and the President of Azerbaijan in Granada within the European Political Community Summit framework.
Similar negotiations were held at the previous two EU summits in October 2022 and June 2023.
He said peace requires "negotiations that can confirm the commitments of both sides, although there is a great responsibility on the part of Azerbaijan, which started this military operation."
"Now it is up to Azerbaijan to show goodwill, respect international law, and protect the rights and security of the entire population living in Azerbaijan, including the Armenian population," he added.
Michel refrained from describing the forced displacement of the population of Nagorno-Karabakh as an attempt at ethnic cleansing.
"It is true that the overwhelming majority of the Armenian population has left the region, perhaps fearing how the Azerbaijani authorities will treat them. Most of them are now in Armenia, which is why the EU should provide humanitarian aid," he added.
