"Leaving Karabakh is a personal decision for Armenians." Hikmet Hajiev

Hikmet Hajiyev, the chief adviser to the President of Azerbaijan, stated that the departure of Armenians from Nagorno Karabakh is "their personal decision." "Azerbaijan does not force anyone to leave Karabakh. Leaving is the individual decision of the residents."
He also stated that the actions of Azerbaijan were not directed against the civilian population or civil infrastructure.
