The US Secretary of State's spokesman, Matthew Miller, speaking about the situation around Nagorno-Karabakh, said that Russia cannot be relied upon as an international partner, "And as it relates to Russia's respect for international space and the territorial integrity and sovereignty of other countries, I think we've seen from his actions that that's not a principle he's committed to."

According to Miller, Samantha Power, and Yuri Kim arrived in Armenia to reaffirm the United States' support for Armenia's sovereignty, independence, territorial integrity, and democracy, "And, of course, to help meet the humanitarian needs caused by the recent violence in Nagorno-Karabakh."

"As for the humanitarian situation on the ground, the ethnic Armenian population of Nagorno-Karabakh should have the opportunity to remain in their homes in peace and dignity, respecting their rights and safety, if they so desire. Those wishing to leave and return should be allowed safe passage under the supervision of a neutral, independent third party. And Azerbaijan is responsible for protecting the civilian population and ensuring humane treatment of all, including those it suspects to be combatants," he said.
