Toivo Klaar, EU Special Representative in the South Caucasus, wrote on his Twitter microblog. "We received tragic news today about the losses in Azerbaijan from mine explosions. However, the current military action will further worsen the situation. The immediate cessation of fire will allow dialogue between Baku and Karabakh Armenians, which is the only way to peaceful coexistence."
