EU Foreign Affairs and Security Policy High Representative Josep Borrell answered journalists' questions before the EU Foreign Relations Council session.
"Turkey wants to resume negotiations with the EU and wants to raise the European agenda and political approaches to us to a higher level," Borel said. Borel also added that the EU would first discuss the modernization of the Customs Union and the liberalization of the visa regime with Turkey.
