US Secretary of State Anthony Blinken believes that Russia will eventually have to pay for the damages caused by Ukraine. According to him, Western countries helped reconstruct the Ukrainian army during that time.
The US Secretary of State also noted that all reforms carried out by the Ukrainian authorities and all efforts in the field of reconstruction of the country depend on Kyiv's ability to "deter and defend against future Russian attacks."
