PACE co-rapporteurs reiterated the call to reopen the Lachin Corridor

The co-rapporteurs of the Parliamentary Assembly of the Council of Europe (PACE) on monitoring Azerbaijan, Ian Liddell-Granger (United Kingdom) and Liz Kristoffersen (Norway), and the co-rapporteurs on the monitoring of Armenia, Kimmo Kiljunen (Finland) and Boriana Aberg (Sweden) made the following statement.

"We reissue our call of December 16, 2022, for the restoration of free movement along the Lachin Corridor, and we recall the judgment of the European Court of Human Rights of December 21, 2022, under Rule 39 of the Rules of Court and the International Court of Justice (ICJ ) judgment of February 22, 2023, according to which Azerbaijan should take all measures at its disposal to ensure the unimpeded movement of people, vehicles, and goods in both directions of the Lachin Corridor.

Armenia noted that on April 23, it would apply to the International Court of Justice regarding installing a checkpoint along the Lachin Corridor. We call on Azerbaijan and Armenia to refrain from any unilateral steps that could further complicate the negotiation efforts supported by the EU at the highest level and the presence of the EU mission in Armenia. We call to intensify the negotiations on border issues and resolve all disputes peacefully.

PACE Rapporteur Paul Gavan (Ireland, Wales) also sought access to the Lachin Corridor to gain first-hand knowledge of the situation on the ground,” the statement said.
