Christoph Heusgen, the Munich Security Conference chairman, called on the West to do more to help Ukraine repel Russian aggression. "A statement of unwavering support is not enough, and actions and words still do not match," said a former adviser to Angela Merkel in an April 16 article in the German Tagesspiegel, "The current gradual and piecemeal military support will only lead to stalemate on the battlefield."
