Russia has become Iran's largest foreign investor

In the Financial Times interview, the Minister of Finance of Iran, Ehsan Khandozi, said Russia had become Iran's largest foreign investor, investing $2.76 billion in three unnamed projects over the past year. It is said 

According to the minister, that is two-thirds of the remaining foreign investment in the sanctioned economy ($4.3 billion in the previous year). In 2021, there was only $1.45 billion. Khanduz named China the second investment partner, but the latter's investments decreased last year and were even inferior to the flows from Afghanistan, Iraq, and the Iranian diaspora.
