The deputy head of the European Commission, Valdis Dombrovskis, announced that the European Union would not be able to allocate to Ukraine the 9 billion euros promised in May 2022.
Only 3 billion of that amount was sent to Ukraine, another 3 billion is planned to be transferred at the end of November.
