Official Baku threatens the OSCE not to discuss the structure's budget projections for the following year.

During the discussion of the 2023 budget of the organization in the OSCE Permanent Council, the representation of Azerbaijan in the OSCE issued a statement accusing the OSCE of making unilateral decisions. It threatened not to discuss the structure's draft budget for the following year.

"It is interesting that such a unilateral visit was announced after the last high-level meeting held in Prague on October 6, where the leaders of Armenia and Azerbaijan reaffirmed their commitment to the UN Charter and the 1991 Alma-Ata Declaration. As an additional confidence-building measure, Azerbaijan was not against deploying an EU civilian mission on the territory of Armenia along the Armenian-Azerbaijani border. We see a departure from the agreements reached in Prague. At such a critical stage, when the parties are moving forward with important steps in the settlement process, rather than being overly careful not to damage or jeopardize such a sensitive process, this unilateral move contributes to that. Thus, this step will further limit the role of the OSCE as an honest mediator in the region and further reduce trust in that organization, whose reputation has already been damaged by the activities of the Minsk Group and other OSCE structures, which, in addition to establishing double standards and Armenia's annexation of Azerbaijani territories from illegal occupation, they didn't do anything." - said in the statement issued by the representation of Azerbaijan.

The document also states that "the OSCE is the common property of all 57 participating states. We will not tolerate gross violations and neglect of documents and decisions; we will oppose attempts to undermine the spirit of cooperation maintained within the given organization. This unilateral move raises questions about the programs that support those goals outlined in the draft 2023 consolidated budget proposal. Until the current situation is rectified and compliance with OSCE documents and decisions is restored, the Azerbaijani representation will not discuss the draft budget for the coming year. It reserves the right to return to that issue when necessary."

It should be noted that on October 21, the OSCE will send a needs assessment team to Armenia at the official invitation of Yerevan. According to the OSCE, the purpose of this mission is to assess the situation in certain parts of the border. The technical team will include international experts and representatives of the OSCE Secretariat.
