According to the American Institute for the Study of War (ISW), Russian forces are preparing an information field for a false flag attack on the Kakhovka hydroelectric power plant to ensure the withdrawal of Russian troops from the right bank of the Dnieper and to prevent the advance of Ukrainian forces in this direction.
American analysts recalled the statement of the Russian troops in Ukraine, Sergey Surovikin, on October 18, that information was allegedly received about the intention of Kyiv to attack the dam of the Kakhovskaya HPP, which would cause a devastating flood in the Kherson region.
Vladimir Saldo, the head of the occupation administration in this Ukrainian region, defended this statement and accused Ukrainian forces of planning to attack the dams above Kherson.
