EU High Representative Josep Borrell wrote on his Twitter microblog."The EU is fully committed to sustainable peace in the South Caucasus. We are establishing monitoring capabilities along the Armenian-Azerbaijani border and deploying 40 monitoring experts to build mutual trust in a volatile situation where human lives are at risk."
