Styopa Safaryan, founder of the Armenian Institute for International and Security Affairs, wrote on his Facebook page:

"They say about the arrested mayor of Masis that he housed 18,000 Artsakhis. It's like he housed them in his house, he himself operated the unified social services, he himself paid the housing fees, not the state, and that's how they filled the brains of some Artsakhis, made them first, and took them to the airport... But look at how many red lines of morality and lies they crossed... And, oh, let's also say that after being displaced, the overwhelming majority of Artsakhis preferred areas near Yerevan, rather than distant border regions... Not that the leaders of Noyemberyan or Berd or other communities had less backbone and small arms than the backbone and open arms of the mayor of Masis, who housed 18,000 Artsakhis"...
